Number Light

Like with other PCB's I order, I need the surface to be not too rough for mounting power LEDs with adhesive. PCBway\s HASL used to be ok for this. Lately every order has HASL that is too rough. I like OSP but it adds a lot of cost. Can OSP be made to cost less?
