IR control RPi

Recived my PCB`s today. Fast delivery, When i did a test With a multimeter I found that 5V, 3V, GND and signals are connected all together! Bottom copper layer looks ok, but top layer are a mess, It looks like top and bottom layer are on the top layer. The quality control on the PCB`s haven`t been done I think? I want to get New PCB`s that are tested and working, for free.
