Multi-purpose Pi Pico board

A board (that is used with the environmental sensor system) that uses a Pi Pico as its brain and exposes two serial ports (with TTL and RS232 options) and an interface for a ILI9488 based touch screen. Also exposed are all the unused digital IOs that can be utilised for any other purpose.
