Pi 4B based NTP auditor

Daughter board for Pi 4B. Exposes three GPIO for pulse-per-second inputs and one GPIO for puse-per-second output. UART0 is exposed, with one additional GPIO (for reset signal) to communicate to a display module. UART4 and UART5 is exposed and RS-232 level translated for communication with other peripherals. Used in our laboratory to provide an network time protocol appliance calibration service.
