A question: what is the impedance of a resonating LC circuit?

1. Some people say that capacitive reactance cancels out inductive reactance, so the impedance of an LC circuit is 0 Ω to its resonant frequency (not accounting for wire resistance).

2. Others say that because a capacitor's reactance lowers with an increase in frequency, and an inductor's reactance rises with an increase in frequency, the resonant frequency is just in the position where the sum of the two reactances is at its lowest possible point, but it is NOT zero. So which one is right?
