Cannot move components closer in Altium,have you been experienced?

I am trying to place a capacitor (right) next to an amplifier (left). But cannot move it closer than 0.25mm, although I set the horizontal component spacing to 0.0mm and pad to pad clearance is 0.15mm. Any idea?
