The difference between PMSM and BLDC speed control

The speed of the PMSM is controlled by varying the frequency of the three phase signals that go to the motor windings, but the BLDC motor’s speed is controlled by varying the voltage amplitude. Why is that? Both the motors are similar to eachother but I don’t quite understand their constructive difference.
