Revision 1 of the Remote Frequency Calibration Device controller

Using an Arduino this creates two pulse-per-second signals that is fed to a TAPR TICC time interval counter. It expects a 10 MHz reference oscillator and a 5 or 10 MHz unit under test oscillator.
