Circuit to route N inputs to N outputs?

Each output must be connected to an input (i.e. input 1 goes to output 3, input 2 goes to output 7, etc), which is why a simple mux wouldn't work. 

I want to make a "simple" circuit to route 12 inputs to 12 outputs in any combination. The user would select which input goes to which output (through 12 dials, switches, or any other method). I can't think of a way to do this without a microcontroller or patch cables. Is it possible, without using some weird combination of a hundred multiplexers? All recommendations are welcomed.
