this is a simple circuit using an ic 4017 and an ic 555 timer . u can adjust the frequency using the potentiometer :)

you will need : 555 timer SMD , CD4017 SMD, 10k resistor SMD , 10UF capacitor SMD, 10nf capacitor SMD, 1k and 220Ω resistors SMD, LEDs (11), 10k potentiometer , 9v power supply

the 555 timer works as a square wave generator (Astable multivibrator)  that generates a clock signal to the decoder ic . each time it gives a signal to the CLK pin , the ic starts counting from 0 to 9. along with those pins LEDs are connected . so each time the timer givesa signal,an led starts to flash
